Subject:	Allowing Child Development Students Access to Required Credits – (Former HB 2621)

I am preparing to reintroduce House Bill 2621 that would amend the Public Welfare Code to require that the Department of Public Welfare (DPW) adopt regulations to allow child development students serve as volunteers in a child care center, in order to accrue the experience required for graduation. As the result of my discussions with two child development students at York County School of Technology, I became aware of DPW regulations that prohibit anyone under the age of 16 from volunteering at a child care center. While this rule may make sense in most cases, the students expressed frustration at the difficulty DPW’s regulations cause for them and other students attempting to complete the extensive child care experience requirements necessary for graduation. The individuals affected by this requirement are vo-tech students (typically freshman and sophomores) at the high school level, but under age 16, who are enrolled in an early childhood education program intended to prepare them for careers or further education in child care or early childhood education. My legislation would require DPW to adopt regulations within 180 days to allow these students to volunteer in a child care center, if they are under the supervision of a program instructor and do not receive any compensation for their service.
