Subject: Legislation Regarding Municipal Service Grants
 
In the near future, I will be introducing legislation that would appropriate $3 million to the Pennsylvania Department of Community and Economic Development (DCED) for grants to municipalities that host universities in the State System of Higher Education (SSHE).

Under this legislation, grants would be used to reimburse municipalities for the following:

  • The cost of providing primary municipal services to a university.

  • The loss of tax revenue incurred by the presence of tax-exempt properties owned by a university.

Grants would be distributed to municipalities based on a formula that takes into consideration the number of full-time equivalent student enrollments and the impact of tax-exempt properties on municipalities.

In these tough economic times, I believe it is important that we offer assistance to municipalities that use their resources to provide services to our state-owned universities. Many of these municipalities are struggling financially due, in part, to a limited revenue base.
