Subject: LEGISLATION: ESTABLISHING BENCHMARKING AND DISCLOSURE PROTOCOLS CONCERNING NON-RESIDENTIAL BUILDINGS
 
In the near future, I intend to introduce legislation establishing benchmarking and disclosure protocols concerning non-residential buildings in Pennsylvania.

Specifically, this measure would require that electric, gas, and water utilities maintain records concerning resource consumption data of non-residential buildings to which they provide service. The phenomenon of benchmarking and disclosure of building energy and water consumption is an innovative policy that has been adopted by an increasing number of cities and states across the country.

In our endeavor to create a cleaner and more sustainable environment, the quantification of building energy and water consumption will serve as a critical step in engaging building owners in overall energy and resource efficiency, and the successful implementation of retrofit strategies.

It rests as my firm belief that mandatory benchmarking will afford building owners with a clear snapshot of how much energy and water that their building uses, and will also provide an accurate analysis of how their building relates to other comparable buildings. As such, I ask that all of my colleagues support me in making Pennsylvania a more environmentally-friendly place to both live and conduct business.
