Subject: PSERS and SERS Retirees and Part-time Teaching Positions
 
In the near future I intend to introduce legislation that will allow experienced state and school retirees from our communities to teach part-time at State System of Higher Education schools, community colleges and Penn State without jeopardizing their pension payments. Under current law there are restrictions on retiree returns to service that limit the ability of these educational institutions to take advantage of the expertise and experience of retirees who would make excellent instructors.

My proposal will allow state and school retirees to teach part-time and continue to receive their pension payments from PSERS or SERS. The retirees would not be able to earn additional retirement credit for the part-time service. Under the proposed legislation “part-time” would be considered:

  • “Part time” as established under the policies, standards or rules of the employing institution.

I believe that the primary beneficiary of the legislation will be students who gain invaluable insights from instructors who have had real-world experiences in their chosen field. For example, my legislation might allow a retired state forester to teach a forestry class or a retired State Trooper to teach criminology classes.
