Subject: Priority in School Construction Reimbursement for Merging School Districts
 


I am preparing to introduce legislation that will allow the Department of Education (PDE) to give priority in school construction or reconstruction reimbursement to school districts that merge while indebtedness related to the school construction or reconstruction project remains outstanding.

Under current PDE policy, school district requests for school construction and reconstruction reimbursement are reimbursed in the order in which the requests are approved, as funding is available. At the same time, some school districts may wish to merge with willing partners, but outstanding construction-related indebtedness may make such mergers unattractive or impossible.

My proposal will help encourage willing school districts to merge by allowing PDE to give priority in construction or reconstruction reimbursement to school districts that merge while indebtedness related to a school construction or reconstruction project remains outstanding. In this way, school districts desiring to merge will be less hindered by outstanding construction indebtedness.
