Subject: | Repeal of the Separations Act |
I am preparing to introduce legislation that would repeal Pennsylvania’s Separations Act. This law forces construction projects on public buildings to have separate contracts for each portion of the project, including plumbing, heating, ventilating, and electrical work. The Separations Act was passed in 1913, and is now an entirely outdated law costing the taxpayers of Pennsylvania money unnecessarily. The law creates inefficiencies by preventing the construction industry from utilizing modern time and money saving construction delivery methods which promote collaboration and efficiency within a project. Instead, the burdensome Act encourages each contractor to work independently, leading to a less integrated project and often causing both delays and cost overruns. Many states with similar laws have already repealed them, leaving Pennsylvania behind as one of only three states remaining with a Separations Act. Please join me in cosponsoring this important legislation to save taxpayer dollars by repealing a law stifling the construction industry from streamlining projects for public buildings.
