Subject: | Companion to Senate Bill 148 – Coverage for Infertility Treatment |
In the near future, I plan to introduce companion legislation to Senate Bill 148 which would amend the Insurance Company Law of 1921 (P.L 682, No. 284) to require health insurance policies to provide coverage for the diagnosis and treatment of infertility. In the United States, 10% of women aged 15 to 44 experience infertility. When considering this statistic, the Pennsylvania Health Care Cost Containment Council estimated that infertility affects close to 270,000 women in the Commonwealth. Treatment options exist for infertility; however, they are costly. On average, an in vitro fertilization cycle in the United States costs approximately $10-15,000. Although the decision to have a baby with the assistance of infertility treatment is serious and sensitive to the family, the option should not be discarded simply due to the burdensome cost of treatment. At the time of this writing, 15 states have taken the steps to offer insurance coverage for infertility, and it is time for Pennsylvania to do the same. Your consideration is appreciated. |
