Subject: Municipal Police Consolidation Co-sponsorship Memo
 
In the near future, I intend to introduce legislation to establish the Municipal Police Enhancement and Consolidation Program.

Under my legislation, the Pennsylvania Commission on Crime and Delinquency (PCCD) will provide oversight of this vital new program that will make grants available to municipal police departments for the following:
  1. Consolidation (25% of funding)
  2. Achieving accreditation standards of the International Association of Chiefs of Police or similar accrediting authority
  3. Training and certification of municipal police officers
  4. Community outreach programs
  5. Enhanced mental health services for municipal police officers
Funding for the grant program shall come from the Municipal Police Enhancement and Consolidation Grant Fund established in the State Treasury. Monies for this grant program shall be obtained from an annual $10,000,000 transfer from a tax imposed on the extraction of natural gas.

The PCCD will be required to approve or disapprove grant applications within a specified timeframe. If a grant application is not acted upon by PCCD within 120 days after the close of the application period, the application shall be deemed approved.
