Subject: | Federal/COVID Stimulus Funding for Rental and Utility Assistance |
With the approval of $25 billion in Federal COVID stimulus dollars for rental and utility assistance, Pennsylvania recently received its share of approximately $570 million. As a result, we are tasked with developing a program to appropriate this funding to renters and landlords who have been financially impacted due to the pandemic. Act 24 of 2020 established the CARES Rent Relief and Mortgage Assistance Program to distribute the first round of Federal funding, which was overseen by the Pennsylvania Housing Finance Agency (PHFA). In order to avoid problems experienced by PHFA in administering the previous program, I am introducing legislation to repeal the Rental Assistance Grant Program in Act 24. This bill would provide a first step in establishing a program that ensures this new round of funding is driven out to Pennsylvania’s 67 counties in an equitable and timely manner.
