MEMORANDUM

To: All Senate members
Subject: No Privatization of Parking at The Philadelphia International Airport

In the near future, I will be introducing a bill that would prevent the Philadelphia International Airport from privatizing the parking concession at the Philadelphia International Airport.

The Philadelphia International Airport is a major economic center located right within my district.  As such it has a significant impact on the community and the people who live therein. Presently, the Philadelphia International Airport is taking steps to privatize its parking operation. If the Philadelphia International Airport is successful in doing so, that would eliminate 100 jobs currently held by the Philadelphia Parking Authority at the city-owned plane station. The parking authority, which brings in about $80 million annually from the airport parking operation states that the average worker makes about $21 an hour with a pension and benefit package, evidence that the agency is loyal to workers and unionized labor.

As a rule, I am generally in favor of the market system and public and private partnerships because often they bring about the best outcome for both the businesses and the workers involved. However, this is one of those unique situations where moving these jobs to the private sector will undoubtedly result in a negative outcome for the workers involved, many of whom are black and brown people.

The cost to the Philadelphia International Airport of maintaining the status quo is not burdensome as parking is not a significant factor in choosing which airport to utilize. Conversely, non-privatizing airport parking offers significant benefits to the workers. Therefore, it is critical that we support modest income workers by preventing the Philadelphia International Airport from privatizing its parking operations. By doing so, we will be guaranteeing for the workers a livable wage so that they can provide for themselves and their families.

In conclusion, the Philadelphia International Airport must be prevented from privatizing its parking operations and from turning these livable wage jobs into low wage part-time work with no benefits and no pensions.

I hope you will join me in co-sponsoring this legislation.
