Subject: Health Care Providers Self-Referrals (HB319 of 2011)
 
In the near future, I will be re-introducing important legislation which will minimize the impact of medical costs on the insurance system (HB 319 of 2011). The timing of this legislation is important given the federal health care reform and the Commonwealth’s need to implement its many provisions in an economical and efficient manner.

The bill prohibits referrals by health care providers that are motivated by issues other than the best interest of the patient, and will ensure that patients and payers are not charged for or receive unnecessary services. The bill will take the current prohibition for such referrals that exists for Pennsylvania’s workers compensation system, and extend it to all rendering of medical services.
