Subject: Co-Sponsorship of legislation making last four digits of social security number permissible form of ID for voters who cast provisional ballot
 
In 2012, the General Assembly enacted our voter ID law to improve the integrity of our election process. As you know, the Commonwealth was enjoined from applying the law to the November 2012 election. The Commonwealth Court is expected to hear arguments on its constitutionality in the coming months.

The voter ID law allows an individual, who is unable to present ID at the polling place, to cast a provisional ballot and to sign an affirmation and submit a copy of his or her photo ID after the fact. The new law also requires each absentee voter to provide proof of identity when he or she submits an absentee ballot application. One of the proof-of-ID options available to absentee voters is the last four digits of the voter’s social security number.

In the near future, I intend to introduce legislation that will allow an individual who casts a provisional ballot, because he or she cannot present proof of ID at the polling place, to provide the last four digits of his or her social security number in lieu of a copy of photo ID. The last four digits of the social security number is a permissible form of ID for absentee voters. Thus, I believe it makes sense to also allow voters, who cast a provisional ballot because they are unable to present ID at the polling place, to submit the last four digits of the social security number with the required affirmation.

I believe my proposal will not compromise the goal of the voter ID law and will ensure that the vote of each and every qualified, legal voter will count.

This proposal is a reintroduction of House Bill 2393 of the 2011-12 session.
