Subject: Performance Based Budget
 
I will be re-introducing House Bill 726 from last session establishing the Performance, Accountability, and Results Act to integrate program performance into the budget process. This performance based budgeting model does not just examine the cost of a program, it ties funding for the program to actual results. The goal is to improve the efficiency and effectiveness of spending taxpayer dollars by directly linking funding of a program to the results they deliver. This enables lawmakers to objectively evaluate the program.

Aside from modifications made last session, my bill was initially developed in consultation with John Mercer, possibly the country’s foremost expert on performance based budgeting. He first implemented the process as the Mayor of Sunnyvale, California and subsequently drafted the Government Performance and Results Act of 1993 – the federal law which began the implementation process for performance based budgeting at the federal level.

With a pilot project being conducted by at least five agencies beginning in FY 2014-2015, the agencies will be required to submit, as part of the budget process performance based budgets proposals to achieve the outcome, output, and program activity goals laid out in the strategic plan.
