MEMORANDUM

Posted: December 20, 2012 11:41 AM
From: Representative Dom Costa
To: All House members
Subject: Pennsylvania Police Officer Down Advisory Act

In the near future, I plan to re-introduce House Bill 1596, Printer’s Number 2471, of the 2011-2012 Legislative Session. This legislation would establish the Pennsylvania Officer Down Advisory Act to aid in the apprehension of those suspected of killing or seriously injuring law enforcement officers.

The Pennsylvania Officer Down Advisory, similar to the Amber Alert System, would use media broadcasts and messaging signs along highways to provide information identifying the vehicle of a suspected law enforcement officer’s assailant. The quick delivery of this information would help to facilitate the speedy capture of a suspect.

My legislation would require that the following criteria be met in order to activate the system:
  • A law enforcement officer was killed or seriously injured by an offender;
  • The offender poses a serious risk or threat to the public and other law enforcement;
  • The offender’s vehicle, vehicle tag, or partial tag is available for broadcast; and
  • The law enforcement agency recommends the activation of the system.

Due to the success of Amber Alert, I believe that a similar system should be established to ensure the imminent capture of those suspected of killing or seriously injuring law enforcement officers. The establishment of this system, which has already been implemented in other states, would help to protect our law enforcement officers and communities from violent criminals.
