Subject: Co-Sponsorship Request - Authorization for Police Officers to Receive Credit for the Completion of Online Training
 
In the near future, I plan to re-introduce House Bill 2741 of the 2009 - 2010 Legislative Session, which will assist our local police officers in receiving credit for completing online training.

The current training model, regulated by the Municipal Police Officers Education and Training Commission (MPOETC), requires police officers to complete an array of courses varying in length, intensity and subject matter. My legislation would amend Title 53 (Municipalities Generally) of the Pennsylvania Consolidated Statutes by permitting police officers to fulfill up to one-half of MPOETC’s training requirements through online education programs, although the Commission would reserve the ability to determine which classes are eligible for online training.

As a former chief of police, I believe that this legislation remedies challenges presented by previous incarnations of this legislation. Rather than utilizing MPOETC’s current “training hours” method, my bill creates a “credit system” similar to methods used by colleges. Furthermore, my bill enables MPOETC to evaluate each course individually and provide credits based on the intensity of the training, not the time it takes to complete the training. Ultimately, I believe that this legislation will modernize MPOETC’s training program and allow our officers to spend their time where they are most needed – on the streets.
