House of Representatives
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 1, 2013 09:07 AM
From: Representative Harry Readshaw
To: All House members
Subject: Co-sponsorship: Amending the Acupuncture Registration Act

In the near future I will be introducing legislation that will amend the Acupuncture Licensure Act to add a section that would allow acupuncturists to perm acupuncture on a person without a medical diagnosis if the person does not present symptoms of a condition. My legislation would also require licensed acupuncturists to maintain professional liability insurance coverage in the amount of $1,000,000 per occurrence or claim made.

Currently, an acupuncturist may treat a person without a diagnosis for 60 days if the person obtains a diagnosis from a licensed physician, dentist or podiatrist. In addition, licensed acupuncturists are not required to carry liability insurance.

May Pennsylvanians seek treatment from acupuncturists every year. My legislation seeks to provide patients greater access to this medical practice, while providing another layer of protection for both the patient and the acupuncturist. This legislation was introduced last session by Rep. Payton as House Bill 1280. The language in my legislation was agreed to by all the interested parties and passed the House unanimously for the past two sessions.

Thank you.
