MEMORANDUM

Posted: January 2, 2013 11:38 AM
From: Representative Brendan F. Boyle
To: All House members
Subject: R.E.A.C.H. Scholarship program for all high school graduates

In the near future, I plan to reintroduce legislation to create the R.E.A.C.H scholarship program in our state.

Previously HB 1075, the Reliable Educational Assistance for College Hopefuls (REACH) scholarship would assist high school graduates by funding tuition and fees at a state-owned school for higher education or supply a grant toward a private college or university which is equal to that of a state-owned institution’s yearly tuition. Last term, this bill passed the House Education Committee unanimously.

Similar to the immensely successful HOPE scholarship implemented in Georgia in 1993, the REACH scholarship, too, has the opportunity to assist hundreds of thousands of Pennsylvania students receive an undergraduate degree.

Students from any background, be it public, private, charter or home school, have the opportunity to attend college tuition free under the REACH scholarship if certain requirements are met:
  • 3.0 cumulative average from sophomore to senior year
  • Satisfactory school attendance
  • Resident of Pennsylvania for a least 3 years
  • 100 completed hours of community service

Pennsylvania has some of the top schools in America, and one of the most expensive state-owned higher education programs. Financial worth should not be a requirement to receive a first-rate education, and decades of debt should not be the reward to show for a first-rate education.
