Subject: Student Athletes’ Right-to-Know Act (Former HB 2077 of 2009)
 
In the near future, I intend to reintroduce legislation that will establish the Student Athletes’ Right-to-Know Act.

In this day of economic distress, students hoping to achieve the goal of becoming a college or university student athlete may quickly agree to verbal scholarship agreements without reading the fine print. Often coaches make verbal promises to students even though the college or university is not bound to uphold these promises. In addition, despite uniform athletic association rules made by the National Collegiate Athletic Association (NCAA), athletic programs vary by university, and recruiters fail to provide prospective athletes with accurate information regarding the policies and practices of the athletic program.

The act will require a collegiate athletic recruiter representing a postsecondary educational institution to disclose certain information relating to the college or university’s athletic programs within one week of initiating personal contact with a student athlete for the purposes of recruiting him or her to a college athletic program. Furthermore, the act requires scholarship offers to be made in writing by the college or university. The written document shall be presented to the prospective student athlete within one week of a verbal offer and before the student athlete signs any agreement with the recruiting institution.
