MEMORANDUM

Posted: January 18, 2013 10:51 AM
From: Representative Mark B. Cohen
To: All House members
Subject: Renaming the Public Welfare Department (former HB 486)

Your co-sponsorship is requested on legislation that would rename the Public Welfare Department as the Human Services Department.

“Human services” more appropriately describes the vast array of services that the Public Welfare Department provides. Among its services are help to people with disabilities, mental health problems, mental retardation problems, autism, brain injuries, infants, nursing home residencies, heating assistance needs, etc. Only a small portion of the services provided by the Public Welfare Department is “welfare.” Its current name often creates a negative stigma to people weighing the decision of whether to apply for assistance or not.

Further, in order to provide an efficient and cost-minimizing transition, changing the name of the department on stationery, signage and publications may be done over a two-year period.

This bill is a reintroduction of HB 486 from last session with the following co-sponsors:
MYERS, BRIGGS, V. BROWN, BROWNLEE, BUXTON, CALTAGIRONE, CARROLL, FABRIZIO, FREEMAN, GEORGE, GIBBONS, GOODMAN, JOSEPHS, KORTZ, KULA, MIRABITO, D. O'BRIEN, M. O'BRIEN, PRESTON, SANTONI, STURLA AND WHITE.

If you have any questions, please contact Kathy Seidl at kseidl@pahouse.net or 787-4117.

Thank you.

Introduced as HB499
