To: All House members
Subject: Resolution Regarding Zero-Waste Programs: Previously HR 159

In the near future, I will be re-introducing a resolution urging all Pennsylvania state agencies, departments, townships, municipalities, and residents to adopt Zero-Waste programs.

As you may know, Zero-Waste initiatives provide for the careful planning of the production, purchase, and use of goods so that manufacturers, governments, businesses, and individuals repair, repurpose, reuse, recycle, or compost their trash rather than dispose of it in landfills.

According to the Northeast Recycling Council and the Institute for Local Self-Reliance, recycling and Zero-Waste programs could help sustain more than 170,000 well-paying Pennsylvania jobs. All facets of our Commonwealth would benefit from Zero-Waste through increased sustainability, reduced waste disposal costs, reduced environmental impact, and lower purchasing prices for consumers.

Similar programs have been enacted across the country by communities and Fortune 500 companies alike. They include: Boulder, Colorado; Subaru Motors; Xerox, Inc.; San Francisco, California; Hewlett-Packard; Honda Motors; Wal-Mart; and many others.

I believe that the Commonwealth should help inform, educate, and inspire people to help foster a cleaner environment for current and future generations of Pennsylvanians.
