MEMORANDUM

Posted: January 31, 2013 04:15 PM
From: Representative John P. Sabatina, Jr.
To: All House members
Subject: UPDATED: Legislators Issuing Proof of Voter Identification- previous version deleted

In the near future, I plan to introduce legislation amending the Act of June 3, 1937 (P.L. 1333, No. 320), otherwise known as the Pennsylvania Election Code, to expand the authority to issue voter identification to members of the General Assembly’s district offices.

As you know, Act 18 of 2012, otherwise known as the Voter ID law, continues to raise major concerns regarding voter disenfranchisement. While the law provides for acceptable forms of identification, accessibility to those IDs is limited and the process is cumbersome. As a result, voter disenfranchisement remains an issue that must be resolved.

In order to increase both convenience and obtainability, I am introducing legislation that will allow the district offices of members of the General Assembly to issue identifications for the purpose of voting. Currently, members’ offices offer a variety of services that are meant to simplify processes and reduce the burdens of bureaucracy on our constituents. Allowing members’ offices to issue voting-only IDs will help our most vulnerable citizens- the elderly and indigent- acquire the proper form of identification, while preserving their constitutional right to vote.

It is our duty as the body that enacted the Voter ID law to correct many of the mistakes in the law and guarantee the right to vote for all of our constituents across this Commonwealth. Please join me in sponsoring this important legislation.
