MEMORANDUM

Posted: February 5, 2013 01:56 PM
From: Representative Joseph T. Hackett
To: All House members
Subject: Monthly School Security Drills

I am preparing to introduce legislation that will require school districts to conduct monthly school security drills.

Pennsylvania law mandates that all public schools conduct monthly fire drills, but currently requires schools to conduct only one "emergency preparedness" drill per year, usually dealing with the response to a natural disaster. To help ensure that school staff and students follow appropriate procedures during any time of crisis, it is important that schools practice these procedures more regularly.

My proposal will require each school district to conduct a monthly school security drill in consultation with the local emergency management agency, the Pennsylvania Emergency Management Agency, and the local police department. My bill will not only help school staff and students become better prepared for crises that may arise, but will also help ensure that the school district’s efforts are coordinated with those state and local agencies that will be responsible to assist the school district in the event of an emergency.

Thank you for your consideration.
