Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: February 28, 2013 02:25 PM
From: Representative Mark B. Cohen
To: All House members
Subject: Office for People with Disabilities

In the near future, I plan to introduce legislation providing for the Office for People with Disabilities. Currently, the Governor’s Cabinet and Advisory Committee for People with Disabilities exist within the Department of Public Welfare through Executive Order signed by Governor Rendell in 2006.

I am introducing this bill as companion legislation to SB 280 introduced by Senator Christine Tartaglione, making the Cabinet and Advisory Committee permanent by statute. My legislation would include changes developed by members of the legislative workgroup currently serving on the committee, including a member of my staff, Kathy Seidl. Specifically, this legislation would move the Cabinet and Advisory Committee from its current location within the Department of Public Welfare (DPW) to the Office of the Governor, eliminating any stigma currently felt by people with disabilities in its affiliation with DPW. The duties essentially would remain the same, serving as liaison between the Governor and people with disabilities and, through the expertise of its members, support and empower people with disabilities residing in Pennsylvania by identifying gaps and funding deficits in disability services and programs, advocating for increased availability of and access to those services, and planning for program improvements statewide.

Please feel free to contact Kathy Seidl with any questions you may have at kseidl@pahouse.net or 787-4117.

Thank you.
