Subject: Co-sponsorship of Legislation: Allowing for Third Party Driver’s License Examinations
 
In the near future, I intend to introduce legislation amending Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, allowing for third parties to administer driver’s license examinations.

Currently, the road test portion of the driver examination is free of charge and conducted at any official PennDOT location, typically with a several-week wait to schedule an appointment. My legislation would allow drivers to choose to pay to take a test sooner, through a private testing service, or wait until an appointment becomes available at a PennDOT examination center. Under my plan, the Department of Transportation may authorize a third party to administer the portion of the examination that demonstrates the applicant’s ability to exercise ordinary and reasonable control in the operation of a motor vehicle. The third party providers shall be approved by the Department of Transportation and only administer exams that are identical to the test that would be given at a PennDOT center. Additionally, I have included language in the legislation which would prevent any layoffs to Driver’s License Examiners currently employed by PennDOT as a result of this legislation.

Please join me in supporting this legislation, designed in the true spirit of the Public Private Partnership approach the legislature adopted last session with House Bill 3. I am confident this legislation will help better serve those Pennsylvanian’s living in areas of the Commonwealth currently underserved by the current driver’s licensing process.
