Subject: Cosponsor Request for Legislation for Notification of College Underage Drinking – Former House Bill 1073 of 2011-12
 
I will soon re-introduce House Bill 1073 from the last session and hope you all will consider cosponsoring the legislation.

The bill would require colleges and universities to notify parents or guardians of students who are caught drinking underage. Furthermore, the legislation would require the campus officer or employee to report such activity to the designated office of the institution of higher education.

There is little doubt that underage drinking has reached epidemic proportions throughout Pennsylvania. According to the John Hopkin’s Bloomberg School of Public Health, more than 5,000 US children under the age of 16 each day take their first full drink of alcohol. Additionally, according to the Center on Alcohol Marketing and Youth:
  • One in five youth, ages 12 to 20, binge drink by having more than five drinks on one occasion.
  • Most kids drink to get drunk with more than 90 percent of the alcohol consumed by 12 to 20 year-olds get drunk while they binge.
  • Each year, an estimated 5,000 youth die from alcohol-related injuries involving underage drinking. About 1,900 (38 percent), of these deaths involve motor vehicle crashes.
  • Teenage girls who drink are up to 63 percent more likely to become teen mothers.
  • Underage drinking costs the United States nearly $62 million a year in medical care, lost productivity and the pain and suffering of young drinkers.
A lot of binge and underage drinking occurs on college campuses across Pennsylvania. Research has demonstrated that parents can have a significant influence on their children’s drinking habits. Seeking parents’ intervention can bolster anti-drinking efforts and help save lives, particularly when parents know that their children's behavior away from home and unsupervised has gotten the children in trouble with the law. This legislation would empower parents and families to get involved before worse problems develop.
