Subject: | Resolution supporting the right to self-determination of the people of the Nagorno-Karabakh Republic. |
In the coming days, I plan to introduce a Resolution supporting the right to self-determination of the people of the Nagorno-Karabakh Republic. Following the Soviet Union takeover of the Southern Caucasus, Joseph Stalin and the new Soviet Government removed Nagorno-Karabakh from the newly established Soviet Socialist Republic of Armenia and placed it under Soviet Azerbaijan’s administration as the Nagorno-Karabakh Autonomous Region. Consequently, the people of Nagorno-Karabakh consistently protested their removal from Armenia. At the first opportunity after the collapse of the Soviet Union, the Legislature of Nagorno-Karabakh adopted a resolution ending the period of Soviet Azerbaijani rule, and retuned Nagorno-Karabakh to the Soviet Socialist Republic of Armenia on February 20, 1988. As a result, and via the assertions by the people of Nagorno-Karabakh to their right to Democracy, the people were subject to a wave of deadly massacres and an ethnic cleansing campaign against individuals of Armenian descent with pogroms against civilians in several towns, including Sumgait and Baku inflicted by the Soviet Azerbaijani Government. It is with these deadly events and governmental oppression in mind that I am introducing this measure to salute the bravery of the Nagorno-Karabakh people and, to support their right to live under a government of their choosing.
