MEMORANDUM

To: All House members
Subject: “M” For Military Duty on College Transcripts

In the near future, I plan to introduce legislation requiring colleges and universities in the Commonwealth to place an “M” for Military Duty” on their student’s grade transcript.

Specifically, my proposal amends Section 7313 of Title 51 relating to educational leave of absence. Under current law, members of the military and their spouses, when called to military duty, are to be granted an educational leave of absence from an educational institution and are to be restored to the educational status they had attained prior to being ordered to such military duty.

My legislation will further add that when such members and spouses are granted this educational leave and are unable to complete any courses because of their military duty, the students shall have an “M” placed on their grade transcript, which shall stand for “Military Duty” as being the reason for the member or spouse not being able to complete a course.

The current inclusion on a grade transcript of “W”, which stands for “Withdrawal”, has a negative perception attached to it that can handicap our military members and their spouses when applying for jobs after their honorable service to their country.

Please join me in sponsoring this very important legislation.
