Subject: Co-Sponsorship -- Constitutional amendment authorizing two classes of properties within the Commonwealth
 

In the near future, I plan to introduce a Constitutional amendment authorizing two classes of properties in municipalities across the Commonwealth. Local taxing authorities would have the ability to impose tax rates on residential property that is different from commercial property tax rates.

Many local jurisdictions, including those in the neighboring states of New York and Ohio, have the authority to set tax rates on different classes of properties. Different studies have shown that there is a substantial shift in property tax burden from commercial properties to residential properties. Absent the ability to create separate rates for residential properties and commercial properties, many local municipalities have no remedy to mitigate this shift of tax burden.
