Subject: State-Employees Adding Value and Efficiency Award (SAVE Award)
 
In the near future, I will introduce legislation establishing the State-Employee Adding Value and Efficiency Award. This legislation is intended to recognize and reward employees who provide taxpayers with increased savings and efficiencies in government, without compromising or reducing the ability of government to serve the people of Pennsylvania.

Many legislators, including myself, have backgrounds in the private sector. In the private sector, entrepreneurialism and innovation are tied directly to financial incentives. Simply put, if you find ways to save money, you should be rewarded. I want to apply this principle to state government. Specifically, my legislation will establish the State-Employees Adding Value and Efficiency (SAVE) Committee. The SAVE Committee will be tasked with review proposals submitted by employees. The SAVE Committee will be composed of members from the executive, legislative and judicial branches. Proposals that are pursued by the SAVE Committee and adopted by the affected Commonwealth agency will be reviewed and evaluated for savings. Proposals that yield savings will result in awards for the employee (or group of employees) that shall not exceed 10% of the amount of actual savings, or a total of $25,000, whichever is less. Employees may also receive nonmonetary awards for nonmonetary or quality of service benefits.

This proposal closely mirrors efforts in Nevada, North Carolina, North Dakota and Texas and the current administration’s Innovation Office within the Office of Administration. The private sector routinely offers incentives and rewards for similar employee identified savings and service improvements. Recognizing that state-employees have the greatest knowledge and experience in the day to day opportunities for savings and service improvements, it makes sense to seek opportunities for their input and offer rewards that reflect the value of their contributions to savings and efficiency.
