MEMORANDUM

Posted: October 10, 2013 03:09 PM
From: Representative Justin J. Simmons
To: All House members
Subject: Unauthorized Accessible Parking

In the near future, I will be introducing legislation that increases the fines for unauthorized parking in a disabled person’s parking space and establishes a toll-free telephone number that the public can call to report such offenses.

Currently, the fine for unauthorized parking in a disabled person’s parking space is a maximum of $100. I am proposing to increase the fine to $250 for a first offense, $500 for a second offense, and $750 for a third or subsequent offense.

In addition, my legislation will mandate the accessible parking signs, which currently include the international symbol for persons with disabilities and the amount of the fine. It will also include a toll-free telephone number that persons who observe a violation can call to report the offense. This legislation stipulates that the Department of Transportation shall establish this toll-free hotline.

Unauthorized parking in spaces reserved for persons with a disability is a particularly egregious offense because it reflects not only an individual’s disregard for the law, but a lack of compassion for and consideration of persons with disabilities.

I hope you will consider supporting this legislation by signing on as a cosponsor. If you have any questions, please contact my Harrisburg office at (717) 783-1673 or email at lnissly@pahousegop.com.
