Subject: Duplicate Handicapped or Disabled Plates
 
I will be introducing legislation in the near future that would permit persons with a disability who have been issued a "person with a disability" license plate, "disabled veteran" license plate, or a "severely disabled veteran" license plate for their vehicle to have the option of requesting a duplicate license plate that can be displayed on the rear of a carrier attached to the rear of the vehicle for the purpose of transporting a wheelchair or similar personal assistive mobility equipment.

Currently, PennDOT regulations require that if duplicate plates are issued, one plate must be mounted and displayed on the rear of the vehicle and one plate must be mounted and displayed on the front of the vehicle. My legislation would allow for the mounting and display of the duplicate plates on the rear of the vehicle and on the rear of the attached carrier.

Individuals who have a disability and require the use of a wheelchair or other personal assistive mobility device often transport that device via a carrier attached to the rear of their vehicle. In cases when the carrier is not always attached to the vehicle, the license plate issued to the vehicle has to be regularly switched back and forth from its mounting on the rear of the vehicle to a mounting on the carrier. This is an inconvenience that a person with a disability should not have to deal with. The intent of my legislation is to eliminate this inconvenience.
