Subject: Resolution- Amendment to House Rules
 

In the near future, I intend to introduce an amendment to the House Rules.

Accountability changes at the beginning of the 2010-2011 Legislative Session resulted in substantial reductions in reimbursement of Members’ lodging and meal expenses. In fact, the saving realized were over $ 1.8 million (34% reduction) as compared to the prior session. With that in mind, I believe there is still room for improvement in the practices of the House.

Outside of session days, committee hearings/meetings and those days necessitated by travel (i.e., days before or after session days or committee hearings/meetings), Members could submit for reimbursement for no more than seven days in a calendar month.
Members would not be permitted to submit for reimbursement for any holiday unless:
  • The House is in session on that holiday or the day before or after that holiday.
  • The Member is attending a committee meeting/hearing on that holiday or the day before or after that holiday.
  • The Member is involved in an official commemoration of a holiday as part of his or her legislative duties (e.g., the Chair of the Veterans Affairs and Emergency Preparedness Committee attending an official function on Veterans Day).
