Subject: Amending the Property Tax Rent Rebate Program to Allow for Payment Schedules as Proof of Claim
 

Over the course of several years, I have had many constituents, mainly seniors, come to my office in great need of the Property Tax Rent Rebate, but are unable to qualify as an eligible claimant because they are not totally current with their property tax bill. My legislation will allow taxpayers that are making an earnest effort to pay their property taxes an opportunity to apply for and receive a Property Tax Rent Rebate of which they otherwise would have been unable to receive. This change to the law will ultimately allow for many of those delinquent taxpayers to become current on the bill we are attempting to help them offset. While we all recognize the heavy burden that property taxes can be on Pennsylvania’s citizens, it is incumbent on us as legislators to find a way to ease the pain on those who through their best efforts may still be unable to receive a Property Tax Rent Rebate because they are delinquent on a previous tax bill. My legislation that will amend Act 1 of Special Session 2006 The Taxpayer Relief Act by changing Section 1306 to allow for a schedule of payments of real property taxes that have been provided by the taxing authority and approved by the Department of Revenue to qualify as a Proof of claim.
