Subject: | Background Checks for Residents of Relative/Neighbor |
In the near future, I will introduce legislation to require that residents of homes where a relative/neighbor day care is operated be subject to the same criminal history record and child abuse record checks that are currently required for residents of family day care homes. Under current regulation, the relative/neighbor classification of child day care home is where child care is provided by an individual for three or fewer children unrelated to the provider in the provider’s home. As with the current law requirement for family day care homes, my bill will provide that criminal history record and child abuse record information be required for every individual 18 years of age or older who resides in a relative/neighbor day care home for at least 30 days in a calendar year. Over the years, Community Services for Children (the Northeast Regional Key organization, coordinating and administering the Keystone STARS program) has come to know of these situations. My conversations with leaders at Community Services for Children led me to explore this legislation and I hope you will join me in protecting innocent, unsuspecting children. No parent should have to worry about a child being subject to any type of mistreatment or child abuse at the hands of a person who happens to reside in the same home where a relative/neighbor day care home operates. If you have any questions about this piece of legislation, please contact my Legislative Assistant Geoff Brace (gbrace@pahouse.net). |
