MEMORANDUM

Posted: January 24, 2014 11:03 AM
From: Representative Mark M. Gillen
To: All House members
Subject: Cosponsorship - Registration Plate Reader Devices

In the near future, I will be introducing legislation to provide regulations for registration plate readers, restricting the readers to law enforcement uses only and limiting the length of time records are kept. Five other states have already implemented similar laws, and three more are currently pending.

Registration plate readers are used to capture the license plate number and image of a passed car, parked or in motion. This number is then compared against a database of vehicles that have been stolen or used in criminal activities. Once a match is found, the operator is alerted.

My legislation would require that the collected records be removed 150 days after being stored and prohibit use of readers by any person other than law enforcement.

If you have questions, please contact Michelle Clabaugh in my office at mclabaug@pahousegop.com or 787-8550.
