Subject: | Land use and development at the local level near military installations. |
. In the near future, Rep. Readshaw and I plan to introduce legislation creating a coordinated process for reviewing land use and development at the local level near military installations within this Commonwealth. Specifically, my legislation amends the Pennsylvania Municipalities Planning Code by inserting provisions establishing a process whereby proposed uses of land or any zoning proposal must first ascertain whether or not such a proposed use of land around a military installation has the potential to adversely impact the installation or jeopardize the performance of the installation’s mission. Under my proposal a local hearing board shall request a written evaluation of the proposed land use from the commander of an installation. In addition, once the evaluation is completed the local hearing board is required to make the written evaluation a part of the public record. As you know, our state continues to grow and develop land throughout the Commonwealth and many times this growth and development takes place near our military installations. To that end, I believe it is important to ensure that this development in areas near military installations safeguards the mission readiness and training of our men and women in uniform.
