Subject: | Co-sponsor Request — Electric Generation - Customer Authorization for Service |
In the near future, I plan to introduce legislation to require customer authorization and receipt of the service contract prior to receiving service from an electric generation electric generation supplier. Like many of you, I have been inundated with complaints from constituents regarding electric generation rate increases over the last several weeks. While I recognize that these increases are attributable, at least in part, by record high wholesale prices for electricity I have heard from many constituents who were unaware that their rates could increase so dramatically from month-to-month. I have also heard from constituents who were not aware that their generation service was switched to a competitive supplier. In an effort to minimize unauthorized switches to suppliers and to enhance consumer awareness of the terms of service related to a contract with a generation supplier, my bill will require customer authorization, via a written signature or other form of verification approved by the Public Utility Commission, prior to an electric generation supplier providing service to that customer. My bill will also require a supplier to provide the customer with a copy of the contract, either in writing or electronically, at the option of the customer.
