House of Representatives
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: December 11, 2012 11:52 AM
From: Representative Mario M. Scavello
To: All House members
Subject: Regulatory Review Legislation

Like many of my fellow legislators, I have concerns about the costs imposed by the regulatory burden on citizens and businesses in Pennsylvania. Pennsylvania's Regulatory Review Act currently provides that the General Assembly, as well as others, can request review of an existing regulation which has been in effect for at least three years.

While I understand the need to provide for some time frame within which to judge the effect of a regulatory proposal, I believe three years is too long for a regulation which has negative unintended consequences. In order to balance these interests, in the near future I will introduce legislation to permit requests for review of a regulation which has been in effect for two years.

For your information, this is a reintroduction of HB 1826 of 2011-2012 session.

Introduced as HB549
