Subject: co-sponsorhsip: Workforce Preference for PA National Guard and Reservist Members & thier Spouses
 

In the near future I intend to re-introduce legislation that serves those who have honorably served our great country. This legislation previously introduced by former Representative Kevin Murphy (HB 95 of 2011-12 session, and HB 339 of 2009-10 session).

This bill provides for workforce preference for members of the Pennsylvania National Guard and Reservist Members of the U.S. Armed Forces. Specifically, this bill amends the Workforce Development Act (P.L. 949, No. 114 of 2001), to provide the above mentioned members who serve on active duty, as well as their spouses, preference for placement into job training programs for one year after discharge, through the Pennsylvania Workforce Investment Board. Currently, there is no specific provision within the Workforce Development Act that provides for veterans’ preference for job training programs.

In order to receive such preference, the individual must meet eligibility requirements of the training program and provide appropriate documentation of military service. The bill also extends preference for placement in job training programs to spouses of active duty PA National Guard and reserve members, providing they also meet program eligibility guidelines and provide documentation of applicable military service dates.

There is no fiscal impact to this bill’s passage, and it was unanimously passed by the full House in 2009-10 session (192-0) as House Bill 339.
