Subject: Increasing Public-Sector Union Transparency
 
I intend to introduce legislation that will increase the transparency of public-sector unions’ operations to ensure that union members are fully apprised of how their dues monies are being spent. My legislation will require the following:
  • Quarterly reports are to be filed with the PA Labor Relations Board by unions representing public-sector employees. The quarterly reports will be required to detail union officer/employee salaries, salary increases, and travel expenses incurred during the quarter. The quarterly report must also include any independent expenditures made by the union to influence an election.
  • The PA Labor Relations Board shall create a publicly accessible website and post the quarterly reports on the website.
  • Public employers shall forward copies of all collective bargaining agreements to the Labor Relations Board to be posted on the publicly accessible website. 
We must ensure that all public sector unions in the commonwealth are transparent with their members. To ensure accountability, union members deserve to be fully aware of how their dues monies are spent.
