MEMORANDUM

Posted: February 15, 2023 12:28 PM
From: Senator Judy Ward and Sen. Maria Collett
To: All Senate members
Subject: Plasma Donation Centers

In the near future, we will introduce legislation that will update regulations for plasma donation centers and bring them in compliance with federal law. In addition, this legislation will provide for the expansion of facilities to help meet the critical need for plasma-derived therapies.

Donated plasma helps develop therapies that treat rare, chronic conditions including primary immunodeficiency diseases, chronic inflammatory demyelinating polyneuropathy, hereditary angioedema, and bleeding disorders.  For many patients, these therapies are often the only treatments available.

In addition, donated plasma is used to manufacture vitally important medicines like albumin, which is used in emergency rooms every day to treat patients with shock and severe burns, liver disease, and dangerous infections, and Rho(D) immune globulin, which is used to treat Rh incompatibility during pregnancy.

Plasma-derived therapies are already in high demand, and the application of these therapies evolve every day, allowing more and more patients in need to access treatment options to improve their livelihood. For the Commonwealth to support the expansion of plasma donation centers to meet this growing and critical demand, we must work collaboratively to align our regulatory standards with federal law while upholding the safety and quality of these facilities for donors and patients.
