Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: April 24, 2023 11:22 AM
From: Senator Doug Mastriano
To: All Senate members
Subject: Gene Therapy Disclosure & Informed Consent Act

Soon I will introduce an Act to require disclosure of any material potentially acting as a gene therapy in any product intended to be consumed, including, but not limited to, cosmetics, food, or other products intended to be ingested, inhaled or otherwise absorbed into the human body.

Recent developments in pharmaceuticals and food technology has increased the need to follow mandatory disclosure principles already part of federal law labeling.  It is now occurring that mRNA and other gene therapy or modification manipulations are impacting our food and product supply and such materials are now disclosed by authorities and scientific bodies to have proven to pass the cell membrane barriers naturally in the human body, thus impacting human genetic information and health.

Recently during official testimony in the Missouri House on this bill the lobbyists for BioTech and Washington University in Missouri went on record admitting that GMO foods do in fact impact people’s genetic information.

This bill will simply state that any product that has been created to act as, or exposed to processes that could result in the product potentially acting as, a gene therapy or that could otherwise possibly impact, alter, or introduce genetic material or a genetic change into the user of the product, individuals exposed to the product, or individuals exposed to others who have used the product, shall be conspicuously labeled with the words "Potential Gene Therapy Product."

Introduced as SB741
