In the near future, I will be introducing legislation amending the Right-to-Know Law (RTKL), exempting home addresses from disclosure under the RTKL. There has been on-going litigation involving the Pennsylvania State Education Association and the Office of Open Records over the release of public school employees’ home addresses under the RTKL. In 2009, the Commonwealth Court issued a preliminary injunction prohibiting the release of employee home addresses holding that a person generally has a privacy interest in his or her home address. Currently, the RTKL only provides an exception from disclosure for the home address of a law enforcement officer or judge under section 708(b)(6)(i)(C). My legislation would amend section 708(b)(6) of the RTKL to exempt all home addresses from disclosure under the RTKL.
