Subject: | Proposed Legislation – Video Lottery Authorization for Property Tax Relief |
In the near future, I intend to introduce legislation that would authorize the Department of Revenue to establish and regulate video gaming machines in restaurants, bars, and clubs with a valid Liquor License under Article IV of the Liquor Code. Each licensed establishment will be limited to a maximum of three video gaming machines. The video gaming machines will be connected to the Pennsylvania Lottery’s Central Computer system and be able to track the operations of the machines in real time. The revenue distribution will be 45% for property tax rebate, 23% for licensed establishment, 22% for licensed vendor, 5% for host municipality, and 5 % to the casino industry. This legislation will save the tavern industry, preserve the club system, infuse desperately needed dollars to our municipalities, continue to offer property tax relief to the citizens of Pennsylvania, and provide considerable money to our casino industry to justify the institution of this new program.
