Subject: Amending the Keystone Opportunity Zone Act
 
In the near future, I will be introducing legislation to amend the Keystone Opportunity Zone (KOZ) Act.

As you know, last session, the General Assembly amended the KOZ Act to allow the Department of Community and Economic Development to approve an application to expand the area of a keystone opportunity zone, keystone opportunity expansion zone, or keystone opportunity improvement zone or subzone to include additional parcels that are deteriorated, underutilized or unoccupied. These parcels should be contiguous to the existing zone, not to exceed 15 acres, if the expansion approval is expected to increase job creation or capital investment. Current law specified that the department must receive an application from a political subdivision or its designee by October 1, 2012.

I am proposing to extend that application deadline to June 1, 2014 to allow our local communities and economic development organizations additional time to apply.
