MEMORANDUM

Posted: January 13, 2014 10:51 AM
From: Representative Kevin Haggerty
To: All House members
Subject: Urging The United States Congress to reexamine the Biggert-Waters Flood Insurance Reform Act of 2012 and support the Homeowner Flood Insurance Affordability Act

I plan to introduce a resolution in the near future urging Congress to support the Homeowner Flood Insurance Affordability Act and urge Congress to reexamine Biggert-Waters Flood Insurance Reform Act of 2012.

In June 2012, the United States Congress passed the Biggert-Waters Flood Insurance Reform Act of 2012 which increased premiums on homeowners flood insurance by up to twenty percent. The Biggert-Waters Act forces homeowners to pay absurdly high premiums and makes the equity on one’s home essentially worthless. The Biggert-Waters Act is forcing homeowners throughout the Commonwealth of Pennsylvania and The United States to meet newly formed standards and pay for theses updates to their household so they are in compliance with the new standards. If the homeowner can not comply with the new standards the National Flood Insurance Program reduces the homeowner’s coverage however premiums have stayed the same rate. Homeowners in Pennsylvania who are on fixed incomes are being significantly affected.

The Homeowner Flood Insurance Affordability Act would put a delay on the rate increases until FEMA completes the affordability study that Biggert-Waters Act.

I hope you will join me in co-sponsoring this resolution. Thank You.
