Subject: | Non-binding Statewide Referendum Relating to Legalizing Marijuana |
In the very near future, I plan to introduce legislation that would direct the Secretary of the Commonwealth to place a non-binding referendum on the ballot at the next election to determine if it is the will of the electorate of this Commonwealth to urge the Pennsylvania General Assembly to legalize marijuana. By placing a non-binding referendum on the next election ballot, we will be actively communicating with the people of Pennsylvania, which I consider to be a crucial step towards improving our functionality and strengthening our democracy. Armed with the results of this referendum, the General Assembly could properly proceed with the issue of legalizing marijuana. The power of the government rests within the people as stated in Article I, Section 2, of the Pennsylvania Constitution: "All power is inherent in the people, and all free governments are founded on their authority and instituted for their peace, safety and happiness. For the advancement of these ends they have at all times an inalienable and indefeasible right to alter, reform or abolish their government in such manner as they may think proper." As legislators, I believe that there is no better way to fully understand and address the issues that are important to all Pennsylvania citizens, than to provide every eligible voter with a voice.
