Subject: Allowance for Veterans in Keystone Works Program
 
In the near future, I will be introducing legislation to provide veterans in the Keystone Works Program a weekly allowance of not less than $50 for transportation, child-care services, and other expenses that could otherwise inhibit them from participating in the program. The allowance would be limited to honorably discharged veterans who are not covered by the federal Veterans Retraining Assistance Program because of age. This legislation is similar to legislation proposed by Representative Bud George during the 2011-12 Legislative Session.

Recognizing that America’s veterans have some of the highest unemployment rates in our nation, Congress passed the federal VOW to Hire Heroes Act of 2011. The act established the federal Veterans Retraining Assistance Program, which provides specialized training for veterans in high-demand jobs and provides them a monthly stipend equal to the full-time Montgomery GI Bill – Active Duty rate of $1,564 per month to help them during their training period. Unfortunately, the program is limited to veterans between the age of 35 and 60 years old. My legislation seeks to help unemployed veterans who are younger than 35 or older than 60 years and not covered by the program simply because of their age. It would provide them a weekly allowance of not less than $50 as long as they were honorably discharged and participating in the existing Keystone Works Program. As you know, the Keystone Works Program allows enrollees to collect unemployment benefits while receiving job training.
