I will be re-introducing House Bill 35 from last session establishing the Performance, Accountability and Results Act to integrate program performance into the budget process. This performance based budgeting model does not just examine the cost of a program, it ties funding for the program to actual outcomes. The goal is to improve the efficiency and effectiveness of spending taxpayer dollars by directly linking funding of a program to the results they deliver. This enables lawmakers to objectively evaluate programs of government through quantitative and or qualitative means. My bill was developed in consultation with John Mercer, one of the country’s foremost experts on performance based budgeting. He first implemented the process as the Mayor of Sunnyvale, California, and subsequently drafted the Government Performance and Results Act of 1993 – the federal law which began the implementation process for performance based budgeting at the federal level. This legislation could save the Pennsylvania taxpayers enormous amounts of money. It is our duty as members of this General Assembly to remain vigilant of how and where money is being utilized, and using a performance based budget will further enable us to do so.
