Subject: Update Act 79 Eligibility Requirements to Meet Federal Compliance
 
In the near future, I plan to introduce legislation that would update Act 79 of 2005, the Retired Law Enforcement Identification Act (RLEIA), to reflect the eligibility changes made to the Federal Law Enforcement Officers Safety Act (LEOSA) since 2005.

LEOSA was enacted in 2004 to exempt qualified current and retired law enforcement officers from state laws prohibiting the carrying of concealed weapons while traveling from state to state. It essentially acts as a concealed carry permit for retired officers to travel throughout the country with a firearm. Pennsylvania responded to LEOSA in 2005 by enacting RLEIA and tasking the Municipal Police Officers’ Education and Training Commission (MPOETC) with establishing the rules, regulations, and qualification standards for retired law enforcement officers.

Since its enactment, LEOSA has been amended to expand the eligibility requirements for retired law enforcement officers. While the rules and regulations promulgated by MPOETC are quite similar to the updated eligibility requirements in LEOSA, my legislation would ensure that the retired law enforcement officers operating under Pennsylvania’s RLEIA would continue to maintain compliance with federal statute.
